Summary:System definition: This system is a comprehensive video surveillance processing system designed for the needs of inland river islands, islands, archipelagos, uninhabited islands, intrusion monitoring, and the ecological environment of islands and their surrounding sea areas. It integrates a high-performance imaging system and a PTZ control system. The front-end collection equipment of this system is installed in the fishing port or breeding area, using optical cables or other communication lines for transmission, and the display video equipment is installed

Key Words:

1. System Definition: This system is an integrated video surveillance and processing solution designed for inland river islands, offshore islands, archipelagos, and uninhabited islands. It addresses needs ranging from intrusion monitoring to the protection of the ecological environment of islands and their surrounding waters. The system integrates high-performance imaging systems with pan-tilt-zoom (PTZ) control systems. Front-end data acquisition equipment is installed at fishing ports or aquaculture zones, utilizing fiber-optic cables or other communication lines for data transmission, while display and recording equipment is located at the island fishery monitoring center.

The system employs a high-resolution, fog-penetrating camera subsystem for observation, surveillance, and target tracking, enabling the efficient and timely detection, identification, and verification of monitored targets. By integrating technologies such as satellite positioning systems, Automatic Identification Systems (AIS) for fishing vessels, Geographic Information Systems (GIS), and computer network/data processing, the system achieves real-time monitoring of marine fishing vessels and facilitates all-weather satellite communication between sea and land.

Daily safety monitoring of vessels and maritime search-and-rescue operations are receiving increasing attention from government agencies at all levels. To prevent collisions involving fishing vessels, enhance emergency response capabilities for maritime incidents, track vessel movements in real-time, enable scientific typhoon and disaster avoidance, and minimize casualties and property losses among fishermen, it is essential—given the specific conditions of island environments—to establish a fully functional island monitoring and command center. Implementing a three-tier video upload and management platform provides the efficient tools and technological support necessary for the center to fully exercise its management functions, addressing an urgent need for the modernization of island management.

2. Project Significance:

(1) This system serves to implement the *Law of the People's Republic of China on the Protection of Islands* and acts as a crucial safeguard for the national marine development strategy. It addresses the need to protect the ecological environment of islands and their surrounding waters, effectively preserving island resources and ecosystems. Furthermore, it safeguards the legitimate interests of rights holders, promotes the scientific and rational utilization of island resources, and advances the sustainable development of islands. The island security and surveillance system provides round-the-clock monitoring of islands, ports, shipping lanes, and surrounding areas, enabling real-time tracking of vessel and personnel movements while effectively preventing illegal activities such as unauthorized entry, escape, smuggling, and drug trafficking.

(2) For islands already under development, the system assists management companies in achieving scientific and digital island management. It strengthens the comprehensive oversight of development projects and personnel management while protecting the surrounding waters and environment from pollution to ensure sustainable development. Additionally, it enables scientific management of the development and utilization of marine and ancillary resources—such as fisheries, aquaculture, and tourism—thereby securing the company's long-term, sustainable growth.

(3) Implementation of the project enhances the monitoring and management of uninhabited islands. It prevents foreign entities from seizing Chinese islands or illegally exploiting nearby resources, stops pirates and criminals from fleeing to these islands, and prevents illegal resource exploitation that could damage island ecosystems.
